Congressman Emanuel Cleaver spoke to Soledad O’Brien and contributor Will Cain about whether Biden’s “chains” comment had coded language meant to incite the black community to action against the Romney ticket. O’Brien and Cain criticized Cleaver for not holding Biden accountable enough for his choice of words. Cleaver said that as a black man, Biden’s words had “no impact” on him.
